The modern tradition of kissing under the mistletoe was started in the 1700s in England by the lower classes. If a person refused a kiss under the mistletoe, it was said to bring them bad luck. There was also a belief that if an unmarried man and woman kissed, there were meant to get married. 

The cultural beliefs surrounding what kissing, or not, under the mistletoe means have become irrelevant, but the ritual of it is still performed by people today. It has now become ingrained in people's Christmas celebrations, and is performed by both family and friends, men and women, young and old.
